Problem:
The user would like to have a field that can accept all the states and would like a better way to reuse it across the Toolset data.

Solution:
Use a custom taxonomy, instead of a custom field, to store all the states and assign this taxonomy to the custom post types that will need it.

Where can I manage the projects that appear under My Sites in the toolset Account Dashboard?

Solution:

Project feature has been removed, you can choose option "none", so each website is different project.
