Is there a reason why Views are used rather than Blocks as according to the above Item 1 Blocks seem to be the preferred method?

Thank you for contacting us and I'll be happy to explain the difference.
The Toolset Blocks and Toolset Views plugins are offered as two separate plugins, but at the very core they offer the same set of features. This means that you can install any one of them and you won't be missing out on any of the features.
Before the blocks-based Gutenberg editor was introduced by WordPress, the name of the plugin was Toolset Views. But later it was rebranded as Toolset Blocks.
Also Views is not just the name of the plugin. Toolset offers a very useful tool to create a customized list of posts, as explained in the guide that you referenced:

That feature is also called a 'view', even if you have the Toolset Blocks plugin active.

- A 'view' is not the same as a page. Think of it as list of posts, that can be called or loaded on any page, post or template.
And although, you'll create it on one page/post/template, it can be used again on others.
