I’m trying to work out an easy way for a client to edit a schedule for staff working on various days in a 2 week period. The end result is to be a page showing 14 fields, one for each day in a 2 week period. In each field would be a list of the staff names separated by a comma and each would should be a link to the staff member’s post.
Each staff member currently has a post with their first name as the post title in a custom post type called Models.
Problem:
The user would like to implement site options using a custom post type and a post. He would like to use its custom fields as options and render their values, and links, in menus.

I am not familiar with Elementor Navigation Menus, but if you are talking about a regular WordPress menu, I'll suggest using this 3rd party plugin and put the shortcode in the desired menus: https://wordpress.org/plugins/shortcode-in-menus/
Or you can use the shortcode in a custom code that is hooked to wp_nav_menu_items or wp_nav_menu_{$menu->slug}_items with the do_shortcode function
Problem:
The user would like to display different items in the admin menu for different kinds of users.
Solution:
Actually, Toolset Acces does not affect the WordPress admin menus. Depending on the user role, WordPress will display the allowed menu items.
I would suggest installing a 3rd party plugin that allows customizing the admin menus without needing to touch the roles, such as:
