Regarding the widgets, what widget do you expect to see on the frontend?
Can you take a screenshot from another page where it is working?
If it is missing from the whole site, can you disable Toolset and WPML plugins and check if the footer reappears.
Regarding the translation, please complete the Romanian translation, by translating the title, images, and checking "Translation complete" in every field. Then check on the Romanian page results. I would have tried this, but the translation is in progress and I can't complete it with my user, you will have to complete it in order to see the updates on the Romanian language.
Please note, that the current Romanian translation content may be lost, copy/paste it on a separate page as a backup.
The page currently holds 3 top-level blocks, 1 Classic block, 1 Toolset Container block, and another Classic block. The view in the container block does not include something to be translated, except probably the labels for search fields. The content results should be translated as custom post types. For the contents of the two Classic blocks, I believe that you will need to integrate the "cmsmasters" shortcodes with WPML. Check this article https://wpml.org/documentation/support/language-configuration-files/#page-builder-content
I wonder what component of the site provides these shortcodes, the theme, or a plugin?
For some reason the footer was not there because it was moved somehow from Bottom sidebar to Sidebar, now works fine
regarding the translation, i did that with the polish translation and it worked, i just had to paste text in this language,
Now i want to add volunteers to the page but there is a problem with custom fields as it shows 2x phone number. before that i deleted the "telephonenumber" custom field and replaced it with "volunteerphone", but now as you can see on the image it does not show email, just double the telephone number which one of those does not exist anymore, i changed the values in WPML to Translatable as you can see on the print screen, can you please have a look at this

I cant answer your question about what component provide these shortshodes, i think it is through plugin

Now i can see that the second phone number is gone on that particular volunteer, but there is no email field, on the another volunteer there is an email, but not phone number, any thoughts?
First, make sure that any ongoing translation of a volunteer post is complete. Then just save the post again and send it to translation, you should get all the translatable fields.

I would also eventually need to request temporary access (WP-Admin and FTP) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.

Can you please try to clear your browser or serer cache (if any) and check if that help you to resolve your issue.
could you also look at the front end? before it looked like this (see print screen), now there is nothing there.
It is the second time something happening to it, the first time i had to rebuild the whole page as there was an error and i could not
get to the pages on the back-end, i had to disable all the toolset plugins to have an access (see attached img)
It is really frustrating that i come back next day to work on the website and everything look like a mess which can not be resolved
If it cant be done on my website, i will have to ask for money back and try something else

After that, I think, that you should decide which page builder you will be using, either the WordPress Block Editor or your page builder "Content Composer" (hidden link) which is using shortcodes.
If you decide to use the blocks editor, you can't open a shortcode on a block and close it on another block, check this screenshot hidden link
If you decide to use your shortcodes based content builder, you may use the legacy Toolset shortcode to build your views and maps:

Mixing both editors on the same page is probably the primary cause that breaks the Toolset blocks inside the block editors.

I delated all the tags from the page <cmsmaster> and i am going to keep the block editor to develop this page, hopefully it will go without the problems. I translated all the pages to all the languages.
I am having trouble to differentiate Blogs posts and Latest news taxonomies, so they can be displayed in different places. I created taxonomies in toolset for Posts but it seems like it does not see them when editing posts.

I am not sure to understand your last question. Check this screenshot hidden link the taxonomy is available for post edit screen.
Can you elaborate more on what you try to implement? You may use steps to describe the issue, such as:
1. I go to xxx
2. I do xxx
3. I expect to have xxx
4. Instead I get xxx
1. I go to Toolset taxonomies, created two taxonomies BLOG and LASTEST NEWS
2. I applied the appropriate categories for posts as you can see on the printscreen you sent me
3. I expect you display Blog posts and Latest news post to display on different pages,
4. instead at the moment i get LATEST NEWS which appears in BLOG category and in the place where Latest news should be displayed , there are only images from BLOG

For both pages, you are using widgets from the page builder "Visual Content Composer". For the blog page, you are using the Blog widget and for the test page, you are using the "Posts Slider" widget.
I suggest that you reach the Visual Content Composer support team and ask for their help.
