In the operation from inside WordPress (Menu → create an acoount page), the screen for entering user information is displayed.
Please refer to Attachment Form-1.

The screen for entering user information is not displayed when operating from outside WordPress (Menu → create an acoount page).
Please refer to Attachment Form-2, Form-3.

I don't know why Form-1 isn't displayed from outside access. I would like to ask for support.
