Problem: I would like to display Post Title with a Link using Blocks. When the User clicks the link, I would like to open it in a new tab.
Solution: One way to achieve this in blocks is to use a Container element, which you can set to be clickable, choose the post title as a link for the dynamic link source, and add a target of "_blank" to open the link in a new tab.

Problem:
WordPress is giving me the error message I took a screenshot of in the top of the picture ("Toolset plugin cannot connect to toolset.com")
Solution:
The error message in your screenshot means there are connection problem between your website and Toolset API server, please check these:
1) Make sure you are using the latest version of Toolset plugins(Especially the Toolset Types plugin), you can download them here:
https://toolset.com/account/downloads/
2) Make sure your WordPress site can connect with Toolset API server: https://api.toolset.com
For example:
Dashboard-> Plugins-> Add New-> Commercial,
