This thread is resolved. Here is a description of the problem and solution.
Problem:
In the Toolset Layouts Beta which is supposed to integrate with Generate Press, the theme options are not available in the Layouts Edit Screens.
Solution:
This issue is solved in any current stable release.
This support ticket is created 7 years, 2 months ago. There's a good chance that you are reading advice that it now obsolete.
