I'd like to make multi pages cred form for guest user.
All roles except guest can create posts by cred form as I expected. ( I added add_filter to the function.php as your guide )
Only guest couldn't access the second page.
I set the guest role 'create permission' for 1st page and edit permission for other pages.
But it doesn't work.
How can I control it for guest ?

Can you elaborate?
No guide instructs you to use Custom PHP to have CRED Forms working for Guests, by my knowledge.

Instead, you can just put the Form on a Page; anyone will be able to use it.
If you have Access installed, you will need to head to Toolset > Access Control > CRED Forms > Post Forms and enable all capabilities for the guest role.

Unfortunately, MultiStep CRED forms are not something we do support.

There are custom code solutions, but we cannot debug them deeply, as those are not natively intended to be used.

There are feature requests filed, to make it possible, to which I can unfortunately not give any ETA yet.
