For a new project we are going to download the new version of Toolset with the Bootstrap 4 support. We read from the blog that Layouts shall not be considered and it is better to use the blocks editor instead.
How can we build a parent layout with custom header and footer as we did with the Layout plugin?
Is there a way to create a responsive menu with hamburger menu under a certain resolution as provided by Bootstrap4?

Hi, there's not a concept of layout hierarchy in the new Template design setup, so the process will not be exactly the same. Instead, you can create multiple Content Templates for different sections of the final design, each one designed with the block editor. Then you can reuse those Content Template blocks in another Content Template editor. This would allow you some ability to reuse design elements across different pages of the site, while maintaining the new Block Editor approach.

There's nothing built-in to Views or Types that will produce this hamburger menu markup for you, but in theory you could use their HTML markup as a guide to create your own navbar: https://getbootstrap.com/docs/4.1/components/navbar/
You could use Types or Views shortcodes inside that navbar if you'd like. You could even place that markup in a Content Template, then place that template in another Content Template using Toolset Blocks.

What we need to achieve is the patent/child templates we have now with layouts (acqually we use an empty wordpress template and create a parent layout with header and footer and a child template for the content.
Is what I wrote above the right way to proceed with the new system?

Yes this is one way you could work in the new system. There are several types of blocks offered by Toolset, WordPress, Kadence, and so on, which you could reuse. For instance Toolset Blocks offers TB Header. Content Template blocks are arguably the most flexible.
OK Christian thanks. SInce this new release will replace the old one, I will start experimenting with this.
What about the old site we just implemented with BS3?
What happens if we update the plugins with the new version on a site that is built with BS3?
You should keep the plugins up-to-date regardless of the Bootstrap version you have in place on the site. You can continue using BS 3 on existing sites, but if you change your Toolset settings to load Bootstrap 4 instead of Bootstrap 3, you might break your site unexpectedly.
