I would like to create a My Account page and have found the following documentation:

Is this page still up to date and the correct or only way to create a My Account page?
Or can we create a My Account page now using Toolset Blocks?

If so, do you perhaps have any documentation that we could use?

No, the Doc page is not updated as per the Toolset blocks workflow but we do have plans to update that Doc, maybe in couple of weeks from now on it will be get updated as per the blocks workflow.

If you want you should start to build that page using blocks. You should consider the following points that might help you to build your Account page:
- To insert the registration form you can use the Form block or the Text and Fields block
- if you require the password reset functionally then you need to use the paragraph block instead of the "fields and text" block for inserting the reset and forgot password shortcodes
