Thank you for contacting us and I'd be happy to assist.
From your screen recording, I understand that you're trying to place a block above the "WordPress Archive" block in the archive, which is not supported.
To show some block(s) on the top of the archive, you can place it directly inside the "WordPress Archive" block and it will be saved and shown properly.
( example screenshot attached )
