Toolset appears to be hanging when you select "Add to reusable Blocks". I need to completely remove the view block and add it again in order for this to work.

The problem you mentioned above is abnormal, I have tried it in my localhost, it works fine.
Please try these:
1) Make sure you are using the latest version of Toolset plugins, you can download them here:
https://toolset.com/account/downloads/
2) In case it is a compatibility problem, please deactivate all other plugins, and switch to wordpress default theme 2020, and test again
3) Also check if there is any PHP/JS error in your website:

4) If the problem still persists, please provide database dump file(ZIP file) of your website, also point out the problem page URL and view URL, I need to test and debug it in my localhost, thanks

Thanks for the details, I can install the duplictor package in my localhost with a fresh WordPress installation, here are detail steps I tried:
1) Edit page "PinkySpy won't say Goodbye!"
2) In view block, try to add the image block and custom HTML block as reusable block, it works fine, and I don't see any JS errors in Chrome browser console window, see screenshot reusable-block.JPG.
Is there anything missing?
It might be a server or browser cache problem, I suggest check these:
1) Your webserver satisfies Toolset server requirements:

2) Clear your browser cache and test again.
