Solution:
The Layouts plugin works with any theme. If your theme is not integrated with Layouts, you can use it to design the content part, just like with a classic page-builder.
However, if your theme is integrated with Layouts, you are able to create layout templates for whole post types and design every part of your site, including the header, content, sidebars, and footer.
Problem:
The issue here is that the user is getting the error Notice: has_cap was called with an argument that is deprecated since version 2.0.0! ...
Solution:
It turns out that the user had some custom code in his theme that is preventing the plugins from being installed.
Please check that there are no custom code in your theme's functions.php file and also please disable all the non-toolset plugins when trying to install.
Problem: I would like to use my own custom CSS and turn off the Toolset Starter Theme CSS, and I would like to use Bootstrap 4.
Solution: You may deactivate Toolset Starter Theme CSS by going to Appearance > Customize > Advanced Settings. Edit your child theme to dequeue Bootstrap and re-enqueue it using your own Bootstrap 4 styles.

you can use the WordPress standard hook "wp_print_scripts" and "wp_print_styles" to dequeue the javascript and css files loaded on frontend.
I made a custom layout where I set it to be in just the content area. Attached is a screenshot of the settings of the layout. I wanted the custom layout in the content area only of the theme's layout, leaving the header, footer and sidebar as they are in the original theme.
