[Resolved] Trying to use the Views plugin: “Sorry, you are not allowed to access this page”

This thread is resolved. Here is a description of the problem and solution.

Problem:

When trying to use views, I can create a view from the toolset dashboard. But when continuing to the next step I get this error:
"Sorry, you are not allowed to access this page"

Solution:

Please try these:

Dashboard-> Toolset-> Settings-> General-> Editing experience, enable option "Show both the legacy and Blocks interface and let me choose which to use for each item I build", and test again.

To compare the capabilities of the blocks plugin vs the views plugin, I deactivated blocks and installed views.
However, when trying to use views, I can create a view from the toolset dashboard. But when continuing to the next step I get this error:

I run into this exact error message today attempting to edit an existing view created by an older version of the plugin. So instead of showing gray screen with enigmatic error message "Sorry, you are not allowed to access this page." prompting users to think, what the heck is this, it would be helpful to add in a bit more detail info to explain what is going on and how to address the issue. This saves users a trip to support forum frantically searching for an answer.
