This thread is resolved. Here is a description of the problem and solution.
Problem:
Can not activate Toolset Views plugin.
Solution:
Toolset Blocks plugin is advanced version of Toolset Views plugin, so if you have activated Toolset Blocks plugin, you can not activate Toolset Views plugin.
