this one is endemic to Toolset as I have experience this problem on multiple installs ....
ok ... so lets say that I have a view that has the name "VIEW 22"
If I delete that view because it isn't working correctly ... and then empty the trash ... why can I not create a new view named "VIEW 22"?
When I try that, I get an error in the "VIEW" Gutenberg block that says I cannot use that name for a view because a view of that name already exists. but if you look at the use existing views, "VIEW 22" is not listed (because it was deleted)
Since it doesn't exist, because I deleted it and emptied the trash first, what is going on ... what am I doing wrong?

Thank you for contacting us and I'd be happy to assist.
I've performed some tests on my website with both classic and blocks based views, but, couldn't reproduce this behavior. After permanently deleting the views from the trash (i.e. emptying the trash), I was able to create them again with the same name.
Can you please make sure that there is no server or CDN level cache involved in your installs? In case, the issue can be seen in multiple server environments, you're welcome to share temporary admin login details for any one of those installs, along with the exact steps to reproduce the issue.
Note: Your next reply will be private and it is recommended to make a complete backup copy, before sharing the access details.

Thanks for the update and I'll wait to hear back from you.
So I don't know what was wrong ... but I was unable to get toolset to work so I have started rebuilding the site from scratch in order for Toolset to work. (it is so far ...)
Anyway, thank you for your assistance.
