I can't seem to get the my Elementor header and footer to display with Toolset Types is activated. They work fine as soon as I deactivate the Types plugin. The weird thing is that they everything was working great until a few days ago. I have been working with Elementor support people and the looked a my logs. This is what they say ...
ELEMENTOR SUPPORT: "It seems there was a similar issue previously with the toolset plugin and they fixed it and now it happens again. Please report this to the toolset authors. You can also revert back to an older version of toolset plugin and keep using it for now. I have reported this at our end as well but probably a fix has to come from the plugin author's end"
I'm not sure if I buy their conclusion, but I'm stuck in any event. I've put a lot of work into the site using Types and Elementor. Any advice? Where can I get the older version of the Types plugin?

I have checked it in our to-do list, there isn't similar problem with Types plugin, but there is other issues with Views plugin, for example:

Both of them are escalated to our developers, our developers are working on them.
If your issue isn't related to above problem,
Please try these:
1) In case it is a compatibility problem, please deactivate other plugins, and switch to wordpress default theme 2017, and test again
2) If the problem still persists, please provide database dump file(ZIP file) of your website, also point out the problem page URL and view URL, I need to test and debug it in my localhost, thanks

I have escalated it, there isn't existed fix for it yet, you might consider switch to Layouts plugin instead of Elementor plugin

This seems like the same issue that I am seeing. But in my case this problem is with Types (I'm not using Views). I'm too dependent on Elementor at this point so switching is really not an option.
Here is feedback from our 2nd tier supporters, we need detail steps to duplicate the same problem in a fresh wordpress installation.
Since it is related with other plugins/theme, we need details, otherwise it will be consider as an exception.
I have tried below steps in my localhost, please correct me if there is anything missing
1) In a fresh wordpress installation
2) Install Elementor 2.3.1 (you are using 2.3.0) + Elementor pro plugin 2.1.13(you are using 2.1.12) + Elementor Hello Theme + Types plugin 3.1.2
3) Dashboard-> Elementor-> My Template
Create a header template
option "Instances" choose "Entire Site"
4) Create a page and test it in front-end, it works fine, see screenshot: header.JPG
There isn't similar issue.

So it will not be consider as a compatibility problem, but an exception problem, can you try it with a fresh wordpress installation, and provide the detail steps to duplicate it?
There is definitely a compatibility problem. Your staff simply isn't willing to do the necessary work to figure it out. While I am not a software developer, I understand that your staff should be able to take the copy of my site that I provided you and coordinate with your counterparts at Elementor to pinpoint and address the problem. Its just a matter of doing the work.
Thanks for the comment, I have debug your duplicator package again, and found the problem, it is the custom taxonom "general" created by Types plugin, you can edit it here:
Dashboard-> Toolset-> Taxonomies,
find and edit taxonomy "General", option "Slug", you are using value "general", please choose some other text, for example "general-tax", and test again.
It should be a bug of Elementor pro plugin, I have searched it in google, but can not find the related document in their website
That worked. It seems that using the word "general" as a taxonomy slug was the cause. I simply changed to "general-info". Thank you for the extra effort Luo Yang!

Yes, this is currently a limitation Elementor plugin, the only workaround is changing the taxonomy slug to something else.
