I, too, can report this issue starting to show up on my live/production sites, staging sites and in local development sites early this morning around the same time this thread started -
However, the notice APPEARS to be a false positive?
As, so far, I can unregister/re-register with the site key for each live/dev site, and through WP dashboard, upgrade/update Toolset Types to show updated to 3.4.17 AND the site will, too, show in My Sites dashboard here, at Toolset, with a green checkmark to indicate up to date - but , the Toolset notice continues to show up as warning on Plugins page for each site, on various live/staging/dev sites, none of which appear to have any errors showing up in PHP logs??
Just adding to conversation, in hopes it may be of use? I did open support ticket earlier this a.m. and will await answer there - just thought it might be useful to developers, or others, to know, I am seeing too - and yet doesn't appear to be affecting my site operations/views of data, etc.

You might need to ask your webserver provider for help to get the PHP debug logs.
And I have tested it in a fresh WP installation + the latest version of Toolset plugins, it works fine, see below test site.
