For CC, you should try to use:

$recipients[] = array(
            'to'=>'cc',
            'address'=>$email,
            'name'=>'',
            'lastname'=>''
        );

For BCC, you should try to use:

$recipients[] = array(
            'to'=>'bcc',
            'address'=>$email,
            'name'=>'',
            'lastname'=>''
        );
