This thread is resolved. Here is a description of the problem and solution.
Problem:
The Theme Options for a supported theme (Astra) are not showing when editing Content Templates.
Solution:
Layouts is active. The Theme Options are visible on Layouts templates only if it is active. De-activating Layouts makes the options visible when editing Content Templates.
This support ticket is created 5 years, 5 months ago. There's a good chance that you are reading advice that it now obsolete.
