I am surprised to see: That bootstrap toolbars are now appearing in the wysiwyg editor
I can't have that showing on the page for our content providers.
How do I turn that off based on role or altogether?

There isn't such a built-in feature within Toolset plugins, if you agree, we can take it as a feature request, if you are going to disable Bootstrap feature, you can try this:
Dashbord-> Toolset >> Settings >> General >> Bootstrap loading
Enable option "This site is not using Bootstrap CSS"
