This thread is resolved. Here is a description of the problem and solution.
Problem:
In Astra theme, WordPress Menu does not appear in single post designed with Block Content template.
Solution:
Please try this, edit the content template you mentioned above, in section "Toolset settings for Astra", option "Primary Header", choose "Enabled" and test again.

Looked throughout documentation and various global setting with no success.

Previously designed Template, created with the Classic Editor does show the Astra Menu
