But this confuses me:

I started with oceanwp because it was one of the recommended themes for working with layouts.
I want a different layout for my custom post type.
As I see now that is not possible because only the content part is working with layouts.
Now tell me why the layout (when working in layouts) tells me I need using parent layouts to be able to control header footer and child content and actually it is not possible to do that...
Do I miss something or is it really not possible (anymore)?

Layouts no longer integrates with most of the popular themes, like OceanWP. The best way to do this is to create a custom Layouts-based theme following the guide:

The Toolset Starter Theme was fully integrated, but it's being retired so I don't recommend starting new projects with it.

Yes, I agree this message is confusing. Does it refer to header and footer content within the main content area? If so, it should be clarified. Does it refer to the main header and footer, which cannot be controlled? If so, it's not correct. I think it should be removed or reworded so that it's less ambiguous about what is possible. I will make a note for my developers to improve this description or clarify what I'm misunderstanding about the hierarchical layouts feature.

The part Header General > Header style you can set to Custom Header.
Now I created 2 Custom Headers but I have no option to select these (other than customizer which controls all pages) in the layout I am working in for my custom post type

Can you explain this in more detail for me? How exactly did you create these custom headers? Please tell me the steps I should take to create custom headers on my own site.
I use Oceanwp
I use Toolset Layouts
In Oceanwp Theme panel > My Library, I created a few custom headers.
When I use the customizer I can select Option: Custom Header > [1 of my custom headers]
That header will now appear on al my pages.
When I work on a Toolset > Layout, the Theme Options part offers me the same option > Custom Header.
I only can't select [1 of my custom headers] here.
I see what you mean, I can create templates and choose them in the theme panel but not in Layouts Options. Let me ask my 2nd tier support team if this is a limitation of the integration, or if it's a bug. I'll let you know what I find out.
I have some feedback from the developers. As of right now, dependent selections are not supported in Layouts theme options. In this case, the Custom Header selection should trigger a dependent selection, where you choose the header. We don't allow those types of options yet, and our developers are still discussing if or how we should support those. So it's currently a limitation of the integration.
