Tell us what you are trying to do?
A user field is to be updated for every user including administrators
Is there any documentation that you are following?

Is there a similar example that we can see?
In the wordpress users edit screen, non-administrators will have the new field at the bottom of the screen.
But, not for administrators. It is simply not there. Access Control has Administrators checked by default. But I even added the administrator user to the bottom of the list.

What is the link to your site?

Hi,

Can you please check the user field group's "Show for" settings and make sure it is not added for any specific user roles?
(example screenshot attached)
