Is it possible to hide admin updates notifications for theme and plugins when creating a new user role?
For example, I created a new Admin role, removed all the options to installing and updating plugins, but I still see the notifications in the dashboard when logged in with the new user role. Am I missing something?

What is the exact "admin updates notifications" are we talking about? can you copy/paste it here?
And I have tried it in a fresh WordPress installation with a fresh WordPress installation + the latest version of Toolset Access plugin, after deactivate those permission options for new user role:
- update_core
- update_plugins
- update_themes
And I did not see the any updates notifications in dashboard.
Thanks for the details, I assume those admin notices you mentioned in screenshot are from other plugins/theme:

I suggest you check it with those plugin author, check which permission need to disable to hide those notices, then setup in Access setting, see our document:
