This support ticket is created 5 years, 8 months ago. There's a good chance that you are reading advice that it now obsolete.

Well - can you please try to follow the following steps on your site where you do not able to access post types or custom fields.

- Install Toolset access plugin, you can download it from here: https://toolset.com/download/toolset-access/#changelog
- Go to Toolset > Access control > Custom roles
- Enable the advanced mode
- Hover on the administrator group and click change permissions
- Activate everything in the Types tab
- Check if this fixes the issue
