I am trying to:
Edit any existing custom field groups
Link to a page where the issue can be seen:

I expected to see:
The expected page where I see the list of fields for a particular custom field group.
Instead, I got:
A page with the message: "Sorry, you are not allowed to access this page."
I have all non Types plugins deactivated on this test domain, so the front page is not accessible. Let me know if you need credentials to access the admin to see the issue.

This is really strange.
First of all - After checking to debug information you shared with us, I found that you are using an outdated WordPress version. We always recommend running your site with latest stable release software version.
Can you update the WordPress to it's latest version 5.1.1 and check if that helps you to resolve your issue.

Well - I'm just wondering that and it's starnge that "Post Types" menu that should be available under:
=> Toolset => Post Types
Is not displaying on your install.
- I tried to delete the Types plugin and tried to reinstall it again using plugins page but your site were too slow and I do not able to install Types plugin using plugins page.
- Then, I tried to upload Types plugin using FTP (took so long time) but somehow I got success but when I activate Types plugin again, still I do not see the => Toolset => Post Types menu.
Can you please check with your local test install and check if you able to see the "Post Types" menu because when you try to visit the Toolset => Dashboard and under Post Type column if you click any post type I get the same message:
"Sorry, you are not allowed to access this page."
Either this site is corrupted or you should check with clean/fresh installation by installing Types plugin and check if you able to see the same issue.

Well - before you send me the copy, can you please try to check with clean/fresh installation by installing Types plugin and check if you are able to see the same issue.
That will help us to know that issue is with your site (it should be) as no other user reported such issue or I do not able to reproduce it on my test install.

Minesh, I adjusted some server limits, within php as well as adjusted some nginx items and I am able to see the fields to edit now. I would like to replace this entire instance of the site with a new copy of the live site, but with the updated server settings to see how it behaves. Let me know what you think or if you think we should still work with this current dev copy that we have been reviewing. Thanks.
Yes I see with the site you shared that even issue with "Post Type" is also solved with custom field group issue.
Looks like as I suspected that the issue is from server settings and configurations.
I would recommend to check first all things works as expected with the staging site and then move to the production.

Unfortunately, this issue is still happening.
I have been spending more time with the dev server and one thing I tried, I have a version of the database that replicates the live site, but I switched to TwentyNineteen, WP is up to date, and I disabled all plugins except Types. The issue still exists where custom fields are still not editable as well as Post Types are not visible in the menu within the admin.
I setup a second database that is pulled from an older backup about a month ago. After switching the config file to point to that database, with WP still up to date, it all works normally. This is with the exact same files and same configuration on the server, as far as PHP resources and settings go.
It seems there is something in the live database, Types does not like. I also tried dropping all posts and related meta to the same set of posts as the database that is working, but no luck. I have a Duplicator archive I can pass to you. Let me know how I should get it to you, or if you have any questions or need me to try anything else.

I would also eventually need to request temporary access (WP-Admin and FTP) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.

Well - I downloaded and installed the duplicator package on my localhost.
I see the same issue which I described with my reply here:

Thanks for taking a look. Let me know what you find out. I can also provide the earlier version / copy of the database, that does not appear to have the issue, and the Types edit panels load as expected.
