I was able to set permission for specific role for only selected language to be able add and send for review post types but is it possible also to edit only selected language and send to review

This documentation only for creating posts, pages but is it possible to Edit published posts, pages and Send For Review

You can trye these:
enable the options "Edit and translate any" privillege for the specific user role, see the document I mentioned above:

So the specific user role can edit the published posts, pages and Send For Review

1) Setup a post form for editing post:

After user submit the post form change the post status as "Pending review", see screenshot of above document:

Yes, it is possible with Toolset Forms + Access plugin, you can display the editing post form for those specific user role in frontend, see my answer above:

As I mentioned above, it is possible with editing post form, you can display the editing post form for those users of specific user role, let them editing the published post, after submit the post form, change the post status to "Pending review".

I have created a role Dutch Manager Content which can to add/edit post/pages/products etc but those changes need to Send To Review and qpproval by admin

Your test site is a WordPress multisite installation, I can not create any new user in it, in order to test the result, I need to test as a user of role "Dutch Manager Content", please create a user of role "Dutch Manager Content", and provide the credentials in below private message box.
