'create a new view' is not visible on the toolset view.

Hello. Thank you for contacting the Toolset support.

Can you please try to follow the steps given under the section "Enable the new Blocks workflow" and set the third-option "Show both the legacy and Blocks interface and let me choose which to use for each item I build" and try to resolve your issue.

That will allow you to create view using block view.
