Please check your test site:

/* =Theme customization starts here
-------------------------------------------------------------- */

@import url(../toolset-bootstrap-3-min/style.css);

You are using toolset-bootstrap-3-min as parent theme, as I mentioned above, it is fixed in "toolset-bootstrap" theme, you will need change it's parent theme as "toolset-bootstrap"

Fixed. Still getting same problem.

Checked to see if child theme files (header.php, header-layouts.php) were causing the problem by temporarily renaming them, but no luck.

I can see the problem in your test site, I am trying to export your layout settings and page content to duplicate same problem in my localhost, will feedback if there is any found.

#298016

Thanks for the feedback, I can duplicate same problem in my localhost, and put it into our to-do list our developers will take care of it.

#300974

Any luck? The system seems to imply that you're waiting on me to do something.

Here is the feedback from our developers
I implemented as follows:
Login to the client site (thanks for the login) and backup with duplicator.
Delete the older version of Toolset Bootstrap theme used.
Replace with the latest version from our trunk right now.
Clear browser cache.
Check front end.

After that, I can now see the header menu working. I switched to different responsive modes and it works too. See attached screenshots. It's updated here:

Please check if the problem is fixed or not, thanks
