I try to change access permissions to custom post form. Clicked save ad it shows green border as it saved. But then I reload access page changes lost. So, it is not really saved.
I disable all plugins except Toolset, WPML, Woocommerce and switched to ThwentyThentyone theme. Same result. I think there is some bug.

In case it is a compatibility problem, please deactivate all other plugins(including those must-use plugins and drop-in plugins), and switch to wordpress default theme 2021, deactivate all custom PHP/JS code snippets, and test again
Hi! I'm not sure what exactly you want me to do - as you could see, default theme is active and from plugins it is only toolset, woocommerce and WPML are active. The problem is still here.
I have tried the SFTP access you provided above, it is not valid, I get these errors:
Error: FATAL ERROR: No supported authentication methods available (server sent: publickey)
Error: Could not connect to server
In order to deactivate those must-use plugins and drop-in plugins, it is required to use FTP/SFTP access, please check it, make sure the SFTP access is valid, and please backup your website first.

- Woocommerce Add-to-Cart Custom Redirect

It seems to be a cache problem of your website.
My issue is resolved now. It was actually not about JS errors or any plugins. It is more about interface issue. I have a lot of forms and actually then you scroll right to exact form, "save" button just scrolled left out of screen. And I clicked not Post Form access rules, but User Form access rules - because it's Save button not scrolled out of screeen. The confusion is because initially save buttons aligned on right border and it is not really intuitive that it scrolled from right align to left align.
I think it will be really nice to make in right align or always in screen. And in general Access rules screen is really not very easy to use then you have a lot of forms. Probably this needs some redesign.
