Problem:
To understand how the breadcrumb is currently being created.
Solution:
It is depends breadcrumb plugin/theme you are using.
The client has changed some settings in the plugin navxt which seems to help.

Is there any documentation that you are following? no
Is there a similar example that we can see? many of the views will show "uncategorized" as part of the breadcrum, when i believe what should appear is the hierarchy ( state->county)
