Problem:
The issue here is that the user was a little confused about the Difference between toolset blocks, views and layouts.
Solution:
Our Blocks plugin was made specifically to integrate our other plugins better with the wordpress gutenburg editor. This means that through blocks you can create views and add custom field content to your page through the GUI.
So it serves as a better way to integrate our other plugins with the gutenburg editor. So its not going to replace Layouts or Views but rather help to boost integrations.

This is the technical support forum for Toolset - a suite of plugins for developing WordPress sites without writing PHP.
Everyone can read this forum, but only Toolset clients can post in it. Toolset support works 6 days per week, 19 hours per day.
I'm wonder what are the different goals of those 3 parts of Toolset:
Views
Blocks
Layout
While View allows us to design templates for custom content with code, Blocks does the same with visual help (no such code) and Layout allows to design custom content AND native WP content (pages, posts).
Layout can be also used to design individual pages.
Maybe I just totally misunderstanding or what's the matter? Why are those three plugins exist?
Since you're already familiar with Views and Layouts, I can just explain a little about blocks.

Also about Layouts, I think its a great plugin, but it comes in conflict with themes' features, such as menus. Is there a blank theme you are providing? It seems there was one on Toolset but it's no longer available.
I made that theme specifically for Toolset Layouts usage, and I also take feature requests and bug reports, if you use the GitHub Repo linked in above article.
The Theme is/was used for a couple sites as well visible in the showcase of Toolset: https://toolset.com/showcase/ > Theme > MinimaX1
It's likely the only really integrated Toolset Layouts Theme you can find nowadays, since all others are rather integrating only the content part, this theme will allow full site editing when using Toolset Layouts.
