I assume we are talking about a Toolset Image block.
I have tried it in my localhost with a fresh WP installation + the latest version of Toolset, it works fine, see my screenshot move-image.JPG
So the problem you mentioned above is abnormal, please try these:
1) Make sure you are using the latest version of Toolset plugins, you can download them here:
https://toolset.com/account/downloads/
2) In case it is a compatibility problem, please deactivate all other plugins, and switch to WordPress default theme 2021, and test again
3) Also check if there is any PHP/JS error in your website:

this is what i see in your image - it's not showing me the toolset blocks interface except for the image widget itself - but don't see any settings.
I have uploaded another screenshot with another image.
As I mentioned above, it works fine in my localhost, I can move the Toolset image block without any problem in a fresh WP installation + the latest version of Toolset plugins, please update when your test site is ready for debug
