I have two custom post types: Events and Submissions. I want to link Submissions to Events in such a way that whenever a website visitor fills out a Submission Form that is present on an Event page the submission automatically is attached to that Event.
Is there any documentation that you are following?

Steps to reproduce:
1. Create Event Post Type
2. Create Submission Post Type
3. Create relationship one-to-many Event < Submission
4. Start doing steps from "Creating Forms with a Parent Post Preselected"
1) Go to Dashboard -> Create Content Template for Events
2) Insert the Toolset Fields and Test block - there is no 'Forms' button.
Expected behavior:
According to the documentation there should be a 'Forms' button
Am I missing something?

Thanks for the details, the correct steps are below:
Insert the Toolset Fields and Text block and inside its editor, click the Add Forms button.
