Tell us what you are trying to do?
I'm trying to give a custom role that I created the ability to add new users through wp admin. I can't seem to find any way of a giving the custom role the ability to manage the users through Toolset Access so I tried to add capabilities via the functions.php file, but that doesn't seem to be working.

Is there any documentation that you are following?
I'm unable to find any documentation on this specific issue.

Hello,

It is possible to add specific capabilities to custom user role, for example, you can try these:
Dashboard-> Toolset-> Access control-> Custom Roles

Click button "Enable advanced mode".

Then Change permissions of the your custom user role, you will be able to add specific capabilities to it.
