Tell us what you are trying to do? There are a lot of relatively nice choices available from Toolset, but you are missing some common sense post-type-focused icon concepts. Things like Financial icons--non existent. If you want to a receipt or a purchase post type, you have to deal with a stupid icon that in no way signifies money. And the money icon is terrible. Surely, since this question was asked 4 years ago, you have come up with a way to use an icon font like Font Awesome or something else that gives us a much broader array of available post-type icons. It would be terribly inflexible of Toolset to insist that we only use your icons or that we can't use your icons at all.
Is there any documentation that you are following? I have read a previous support ticket that suggests that you store your custom icons in the theme image directory and update your toolset settings manually, but this is definitely not a good idea. What if you haven't decided which theme you are using? What other plugin bases its appearance on the WordPress menubar on a theme? This is a theme-agnostic feature that you have had years to develop. Surely you have done something to fix this.

WordPress was supposed to start using an icon font for the menu icons for default WordPress menu items. Ideally, I would like to see the Choose Icon window list groups of available icons based on A) default wordpress icons, B) Toolset only icons, C) User Custom Icons, and D) Icon-fonts loaded. That would give us the greatest number of options and doesn't seem like it would be difficult for you to do. Make each category collapsible and let your users add to the meta for the search field if you don't want to do that work yourself. Right now, key concepts are missing. If absolutely nothing else, could someone look at Fork Awesomne's nicely categorized group of icons and add a bunch that would make sense? Like the financial icons or gender icons? You are missing so many that it seems odd that you wouldn't be excited to use someone else's icons rather than try to meet the needs of all customers with this tiny proprietary list of icons you started with 20 years ago.

As for storing the custom icons in the theme's image directory, you can alternatively use a more generic folder in the 'uploads' directory. This way it won't be dependent on any particular theme.
