Tell us what you are trying to do?
I am trying to add a toolset view block on my page in order to form a web directory

Is there any documentation that you are following?
https://toolset.com/lesson-placement/lesson-placements-1621261-1622283/

The attached screenshot is of the page on my screen where I am unable to locate the option to add a Toolset view block.

Hello. Thank you for contacting the Toolset support.

Based on the screenshot you shared, I can see that you are using the classic editor to edit your post/page.

Can you please go to: Toolset => Post Types => Edit your post type (Pages) => Select the option "Block" for Editor setting.

Please check the following screenshot:
=> hidden link
- You can also select the option "Per Post" that will allow you to chose what editor you want to use with your page classic or block.

Once your page post type is set to use blocks, you should be able to add the view block to your page.

The page is in "Block" for editor setting yet I am unable to add the view block to the page. The same page appears. Is there any other reason that this could happen or is there any other way that I could resolve the issue?

Can you please send me access details so I can fix this for you.

*** Please make a FULL BACKUP of your database and website.***
I would also eventually need to request temporary access (WP-Admin and FTP) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.

I have set the next reply to private which means only you and I have access to it.'
