You should see something like the attached image.
Could be a conflict with another plugin, or a corrupted download.

Dear Jan,

Yes, y.S is right, you should be able to see the screenshot as he mentioned above:

By these steps:
1) Install and activate Toolset map plugin, you can download it here:
https://toolset.com/download/toolset-maps/

2) Dashboad-> Toolset-> Settings-> Maps
there is an option "Google Map API key", follow our document to setup it:
https://toolset.com/documentation/user-guides/display-on-google-maps/#api-key

Ad 1) I can download and install plugin. I ***CANNOT*** activate plugin because it gives me request to setup Google Map API key.

Ad 2) there is ***NOT*** option "Google Map API key".

Please help.

It is abnormal, in case it is a compatibility problem, please check this:
deactivate other plugins and switch to wordpress default theme, and test again

This is production server with big traffic. There is no possiblity to set it to "default". 🙁 Any other idea?

I suggest you duplicate same problem in another website, where your can deactivate plugins and switch theme, for example you can try with the duplicator plugin to copy your website in another website:
