Problem:
User levels are selectable in Access something to do with Toolset or WordPress Core?
Solution:
It is related with WordPress core feature "User Levels":

But as mentioned in above document:
User Levels were introduced in WordPress 1.5, they were replaced by Roles and Capabilities
