The user would like to disable the tips in the content template's block editor.

This is not possible yet. It may be possible in the upcoming releases.

Support for creating content templates in Toolset Views forum

Views is a WordPress plugin that lets you easily design the display of single pages using content templates. You can also include any field belonging to the content in your templates, without writing PHP code.
