I may have a way for you to reproduce the issue: I found that the problem still persists in a test site with almost all other plugins disabled and the theme switched to "2022". I also found that if I login via the link I gave you, the issue does not occur. But if I log in as an administrator, the issue does occur. Somehow there's a difference between the two users.
I can send you regular login credentials to try again. All you have to do is drag the view inside the conditional block. That will disable the Publish button. If you drag it back out, the button becomes available again either immediately or after 30 seconds or so.

I checked with the hosting and they use MariaDB 10.3, which is compatible with MySQL 5.7. Here's their full answer:

No problem. I did not remove it. It may have been deactivated for a while because of a test. But it's installed and active right now.

Edit: I noticed the Duplicator plugin on the "main" website. The staging site you have access to is a subfolder of the main site. Indeed I don't see the plugin there but I did not do anything in that site.

The "live site" is the project I am working on, and the staging at hidden link is what I setup specifically for this issue. You need the Travel 3 page within that staging site, so this one: hidden link. Both sites are different: the staging site has almost all plugins disabled and a different theme. All you need is the staging site.
However, I am getting a lot of errors throughout the staging site that were not there when I reproduced the issue a few days ago. I can't check the issue because of that. Is Duplicator causing those errors? If so, I can recreate the staging and get you a copy a different way.
The staging site got corrupted somehow. It throws a lot of error messages and indeed the user credentials I gave you no longer work. I did not touch that site though. I think Duplicator caused this. It may not be suitable to install on a staging site which is inside a folder of another site.
Somehow Duplicator ended up in the live site you do not have access to. I don't understand why and it seems tricky. I removed it. I removed the staging site too and re-created it. Please do not install Duplicator. I can upload a WPvivid copy of the site on your request. I already have a zip file ready for that. I can also give you a link to download it if you have a Google account.

The Travel 3 page reproduces the issue. You may have to try a few times to see it. I just tried and the first time all was fine, but the second time the button got disabled and stayed that way until I dragged the view out of the conditional block again.
