Where Can I download the starter theme?

Solution:
Toolset Starter Theme is deprecated and that is why the tab "themes" is removed from the downloads page.

This support ticket is created 5 years, 11 months ago. There's a good chance that you are reading advice that it now obsolete.

This is the technical support forum for Toolset - a suite of plugins for developing WordPress sites without writing PHP.

I don't set the Toolset themes tab. I have only Toolset plugins | Reference Sites.

Where Can I get the Toolset Starter theme?

Hello. Thank you for contacting the Toolset support.

Well - Toolset Starter Theme is deprecated and that is why the tab "themes" is removed from the downloads page.

I suggest to use either of these solutions instead:
1)
- Use a Custom Theme, if you need to create the entire templates with Toolset Layouts, there is a good educative example theme here:

This theme is not subject to Toolset Support, however.

2)
- Use a Custom Post Type ready theme as listed here:
https://toolset.com/documentation/recommended-themes/

3)
- Use any other theme that uses the_content() as content render function.

The Toolset Starter theme is specifically designed only to work with Toolset. It has major customizations in its styles and uses non-common approaches of the display. We are not focused on theme development, instead, we want to provide Plugins that help you develop anything you want.

It is a pity the starter theme has been deprecated...

I would like a theme where a can customize the header and the footer as I use to do with the starter theme...

Can you suggest any theme ?

Yes, I saw that link,

I meant a theme that allows me to create a parent layout for my header and footer...

All those themes use the default theme options for the header and footer...
