It makes the entire block it's in unreachable, impacts other items on the page, and I can't click anything to get rid of it (buttons on it don't work either).
Hello. Thank you for contacting the Toolset support.
It seems on your install you have Toolset Layouts plugin is installed and for the page/post you are currently building there should be Layout assigned to it.
If you are not intended to use Layouts, I suggest you should deactivate that plugin and that should help you to resolve your issue.
