Upgrade from 2.2.9.
If I use the WP installer, the activation fails.
I deleted the old plugin and uploaded the current plugin files. Upon activation, this completely breaks the site. I get: "Already Installed You appear to have already installed WordPress. To reinstall please clear your old database tables first. Log In"
I deleted the original files and uploaded the new files via FTP, and have the same result: "Already Installed You appear to have already installed WordPress. To reinstall please clear your old database tables first. Log In"
When using the Toolset updater, next to the checkbox for Types is the error: "Warning: Declaration of Installer_Upgrader_Skins::feedback($string) should be compatible with WP_Upgrader_Skin::feedback($string, ...$args) in /home/positlm8/public_html/positive-feedback-main/wp-content/plugins/types/library/otgs/installer/includes/installer-upgrader-skins.php on line 25/>
...so I opened that file and changed it to: function feedback( $string, ...$args ) {
...and tried to update. Upon clicking Download, I get: "Update package not available. ()".
Is there any documentation that you are following?

Please try these:
1) Backup your website first
2) Deactivate all plugins, switch to WordPress default theme
3) Upgrade WordPress to the latest version 5.5.3
4) Delete Toolset Types plugin file, install the latest version of Toolset Types plugin 3.4.3 manually, you can download it here:

5) Install other Toolset plugins by following our document:

Then activate other plugins/theme, and test again
No good, I'm afraid. Any idea what might be causing the site to think that this is a new install (after activation)?
I've seen this behavior once before when updating the core and in that case the issue was a mis-match between the DB version in the PHP files and the DB.

Since your are upgrade Toolset plugins from very old version, it might conduct unexpected result.

The demo logs you provided above means you are installing a fresh WordPress installation in a old existed database, it is not upgrading Toolset plugins.

I'm afraid there is a bit of a miscommunication.
The alternative site, triplemonkeytail.com, is not a migration, it is a testing bed. A clone for experimentation.
And yes it is true that you would most commonly receive the "WordPress Already Installed" message in the case of a migration, but this was not one of those cases. Positive-feedback.com was and is an existing (production) site that was fully operational before the attempted upgrade and went back to being fully operational after de-activating the latest version of Toolset.
As mentioned earlier, I have seen this situation before, (when on sees the "WordPress Already Installed" message on an existing and working site). In that case, after a WP core update there was a mismatch in the DB version number between what is in the wp_options table and what is listed in the /wp-includes/version.php file.
This is not the situation in this case.
Any ideas you have would be most welcome.
