Problem:
I'm Unable to load the toolset Module Library.
Backend error message : Unable to retrieve contents from the server. Please report this.
Solution:
Its because of the reason "allow_url_fopen" is disabled on your server. So you need to enable it either through cPanel OR php.ini file OR by just contacting hosting support to Enable it.
I checked this by installing phpinfo plugin in your site to see if "allow_url_fopen" is Enable or Disable, and I found it's disabled at moment.
