If each map pin is fairly spread out and each one has a helpful title or description, it'd be nice if I could have the initial map load display all the points' info windows. Bonus would be to add a toggle-all option for the user, but this isn't necessary. Clicking each one would toggle a single one.

Yes, I believe to recall that was requested in past and we agreed it's not a good thing to add.
It will clutter the maps no matter what unless you have very few markers only.

The problem is this is such an "exceptional" Setting that one can use it only if the Map is made exactly so the size of the automatically opened hovers will not cover each other.
Now imagine you develop that site on a modern computer, you will not notice any issue, but there are tons of people they will view your site from either resized window sizes, old computers (small) or even (quite often) mobiles.
Now, if on such screens you automatically open hovers, all you see is overlapping hovers and you can't navigate anymore on the map.

That is why we do not add this feature, and I believe, other similar plugins neither.

Do you agree with this reasoning?
Please let me know as I and Toolset's DEV are always open to discuss and correct ourselves in our assumptions we make.

I agree it wouldn't be appropriate for a map with a dynamic number of markers, particularly if not spread out.

However, I'm trying to create a map with a known set of locations and layout. A good example is a list of store locations (see screenshot). It'd be helpful if the map pins had titles (i.e. all the info windows open at the same time).

I filed the request here to upvote.
Our Developers will then consider this as well based on those Votes (and other criteria).
https://toolset.com/feature-request/create-an-option-to-open-all-marker-popup-content-by-default-on-a-map/
https://toolset.com/feature-request/?wpv_post_search=popup+marker+by+default&wpv-wpcf-plugins=Views&wpv_view_count=686737&wpv_sort_orderby=post_date&wpv_sort_orderby_as=string

The problem of a resizing window is still present even if you have just 2 markers quite close to each, even if in a known position.
However, I filed this so we can decide based on users voices as well.

My issue is resolved now. Thank you!
