Custom content template is not showing on custom category archives

I can't keep up with all these changes! Every time I go to documentation or support it's changed, and sadly not for the better.

I am currently building a site. I have a custom post type (Local Directory) with custom categories (Directory Categories). I created a custom template for archives, but when you go to the category on the front end it does not show.
