The tag drop down for elements and rows is appearing behind the settings window making it impossible to select an option

This only happens on my local site, it isn't happening on live site but it's making local development difficult.
I have tried disabling all non toolset plugins and setting to default twentysixteen theme and clearing the cache. This did not fix the issue.
I am pretty baffled why this is happening. Do you have any ideas?
