I am trying to:
Use both cluster=on and spiderfy=on the spiderfy effect does not work

the spiderfy effect. It works only if you toggle cluster = off
Instead, I got:

Hi Frederic,
I've received an update on this and for cases when the spiderfy effect is not visible due to cluster overlapping, you can introduce the "cluster_max_zoom" attribute.
( ref: https://toolset.com/documentation/user-guides/maps/maps-shortcodes/#wpv-map-render )
Example:
[wpv-map-render map_id="map-1" cluster="on" spiderfy="on" cluster_max_zoom="4"][/wpv-map-render]
This will limit the clustering to the specified zoom level and spiderfy effect will come into effect further down.

My issue is resolved now but without toolset, which wasn't the goal.
